If it is at the start of the month, the salesman might say that the dealership missed the target last month, so they are ready to do some great deals this month and discount the vehicles.
During the middle of the month, you may hear the line that the salesman is behind his targets, so needs to make some sales quickly.
At the end of the month (and this is the most commonly used line) you will be told that the dealership will make special discounts because they need to reach their sales targets in a couple of days. This may be true of course, but as the buyer you are in no real position to know whether this is the truth or not, and if the special discount is genuine.
